Dear members

The Census information is being finalised, ready to be circulated at the beginning of January.  Following successful testing (both at HQ and in three Districts), several improvements to the system have been identified and implemented along with changes to the guidance notes.


Next steps

You will be able to access the guidance notes, parents’ letter and the ethnicity & additional needs form on the Census system (scouts.org.uk/census) from week beginning 18 December.  Passwords and login details will be circulated during the first week of January.  We strongly encourage you to complete the Census directly on the system rather than using a paper process.


Section returns

There are separate pages for the Group, District and County/Area/Region (Scotland) provision.  To help in the management of this we will be sending passwords to District Explorer Scout Commissioners, Scout Active Support managers and Network Commissioners so they have access directly to their Sections.  This has required an additional hierarchy to be created.

When a District logs in, they will see a list of those Groups in their District and a link to Network, to Explorers: the District Explorer Scout provision and to Active Support: District Adult Support provision.  The Explorer and Adult Support provision are the access the District will have to the Units and is the level the DESC and Scout Active Support manager will access at.



We are hosting a series of webinars to provide support and top tips on logging in, completing Census returns, reports, ethnicity and additional needs, and data protection. Although they are aimed at Commissioners, Secretaries and Line Managers, all relevant roles are welcome to join the webinars. Please follow the links below to register:


Online Scout Manager (OSM) users

We have been working with Online Scout Manager to share the changes made in this year’s Census system, they will update the Census tool (available to Gold Users) in advance of the passwords being shared to be aligned with the detail required for Census. If you or your OSM users require any assistance with this please refer to Online Scout Manager.
